since the new 720 platform is coming out in the fall of 2013 would the ORL be moving to the new platform or staying on the 360?

I think it all depends if 360 players will be able to play with 720 players on Halo 4 & Halo 5.
If so then it's not really "moving" to 720, there will just be some people who happen to be playing from a 720. If not then we would maybe have a 720 division, but AFAIK you were able to play original xbox games with 360 players, so I don't see why it would be any different this time.

I'm pretty sure it's been confirmed there's no backwards compatibility with the 720, so they wouldn't be able to play Halo 4 AND if 343 does what I think they should do, Halo 5 won't come out till at the least late 2014.

I dunno man, they would be majorly shooting themselves in the foot if they were to launch a console that you couldn't play the most recent Halo game on until a year later. They either have to launch the 720 with backwards compatibility or some system where you can download and play games on your achievements list, or they are going to launch the 720 with Halo 5. My bet is they are launching it with Halo 5 which would explain why Halo 4 seems so rushed.

If Halo 4 is rushed and they had all the time since Halo 3 which they said is when they started, then I don't even want to imagine what it'll be like launching a game only a year later...

Yeah I'm with Pancake on this one, I've seen a few news videos, and launching Halo 5 with the next gen Xbox this fall will be HIGHLY unlikely.

If Halo 4 is rushed and they had all the time since Halo 3 which they said is when they started, then I don't even want to imagine what it'll be like launching a game only a year later... Actually they started developing Halo 4 in 2009, but that was just the creative team. Don't forget that 343 also had to take over Reach and get out Halo: CE. According to Wiki, Certain Affinity started helping with Halo 4 in 2011, "The studio developed the Forge mode, co-developed War Games and created a number of maps and multiplayer modes for Halo 4." This basically means that while 343 may have had the basics down, the ball really didn't start rolling until 2011. Development was "complete" in September 2012. So while they may have had a lot of time to refine the art between 09 and 12, they really only had two years developing the game. I can definitely see how a game could end up being rushed with just two years of development, especially with the tacked on studio Certain Affinity who may have only been half-way in, and ESPECIALLY with how much crap they changed (for the worst). CoD can pull it off because it's the same game every year with different maps and different guns, Halo 4 however tried to change too much within those two years of actual development time, and I think this is where the feeling of a rushed game lies. Honestly, I feel as though Halo 4 is just a beta and quick money grab before the 720 launches with Halo 5, which will just be the complete version of Halo 4. Yeah I'm with Pancake on this one, I've seen a few news videos, and launching Halo 5 with the next gen Xbox this fall will be HIGHLY unlikely. I really don't think Microsoft is dumb enough to release the 720 without a playable Halo game.

Yeah I hope that Halo 5 comes out in 2014 or 2015 so it isn't rushed and it can be the best game they can make it.

Halo 5 in my mind is going to come out sometime around 2016 maybe late 2015 if we are very lucky. The Xbox 0ne is not backwards compatible because their is too much technology in the console its self. The reason they did not add backwards comparability is because only about 5% of people still play xbox origonal games on their 360 so basically Microsoft says it is not needed because in about a couple years nobody is going to care about all their "old games" like COD 4 and Gears of war and probably the halo series.
